Entry Event On Workflow Step is Not Triggering When Latest Workflow Action is 'Reject' (Doc ID 2697501.1)

On : 12.2.1.4.0 version, Content Server

Entry event on workflow step is not triggering when latest action is 'Reject'.  The issue can be duplicated by the following:

Step 1 - Users can review or edit
Entry - append "Step 1 Entry" to xComments field (something like <$wfUpdateMetaData("xComments", xComments & "On Step 1 Entry - ")$>)
Exit - append "Step 1 Exit" to xComments field

Step 2 - Can be either review only or edit or review.
Entry - append "Step 2 Entry" to xComments field
Exit - append "Step 2 Exit" to xComments field

When a document enters workflow, it correctly gets set to "Step 1 Entry".
On approval, the document exits correctly and enters step 2 correctly ending up with a xComments field of "Step 1 Entry Step 1 Exit Step 2 Entry"
In step 2, on rejection the document exits and enters step 1 but does not trigger the entry event. xComments field looks like "Step 1 Entry Step 1 Exit Step 2 Entry Step 2 Exit"
