500 Internal Server Error while calling UCM CHECKIN_UNIVERSAL Webservice in Fusion Apps (FA) environment. (Doc ID 2699071.1)

When invoking the CHECKIN_UNIVERSAL web-service with Inline Content in the database package from SQL Developer, the request is reaching UCM and the content is checked-in into UCM as expected and can be searched for. But when calling the same webservice using MTOM with XOP, it was failing with "500 Internal Server Error".

The following exception was found in the logs to be occurring while extracting the file from payload.
