Tiff Documents Are Not Getting Processed By CVista PDFCompressor (Doc ID 2699886.1)

Symptoms

On a 12.2.1.3.x WCC / IBR  Tiff documents are not getting processed by CVista PDFCompressor.  We are building our WCC 12c Dev environment and having issues on the Refinery. Tiff files are not getting converted by CVision PDFCompressor. The user sees a time out error:
