Symptoms

Oracle forms 12.2.1.3

Environment A - PRIMARY   works fine no issue  able to view cred and keystore from em console
Environment B-  SECONDARY    , this Environment  started 2 years back and it worked fine

Change following

Environment A  becomes  SECONDARY
Environment B  becomes PRIMARY

In the  Environment B .  facing issue while accessing the application, As part of troubleshooting we have observed that below error in logs and in the https://IP:Port/em console under domain>security >keystores we are unable view anything and getting the error on screen 

Failed to retrieve all keystores.
