Symptoms
On : 12.2.1.3.0 version, Workflow Service Engine
We have two level workflow for our contractors, so that any request raised by the end-user will have to be approved by his Manager (L1- also a contractor) and L1's Manager (L2- who is a permanent employee).
When a L1 is leaving the organization he has to appoint new L1 for which new L1 should receive the approval & notifications.
The new L1 is not related to the exiting L1 and hence we are unable to trigger any default approvals/Notifications through workflows.
