Symptoms

Admin Server in a OSB domain taking long time to start.

Thread dump shows waiting for WSM policy manager:

 

Changes

In 12.2.1.3.0 you see the issue after installing patch 27044172.

In 12.2.1.4.0 even without the patch you see the issue.
