Exalogic Virtual: Exapasswd Fails With "Error while synchronizing passwords with Ops Center" Error (Doc ID 2702973.1)

Symptoms

On Exalogic Virtual Environments running 2.0.6.3.200414 and above, Exapasswd is able to update component passwords, but fails to synchronize passwords with Ops Center (EMOC). 

As an example following is snippet of Exapasswd Failure message.
