ORDS_VERSION Does Not Exist Error When Trying To Install ORDS (Doc ID 2704538.1)

Symptoms


When attempting to re-install ORDS after a failed installation
the following error occurs.

ERROR
-----------------------
Error the ORDS_VERSION does not exist.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to install ORDS using a not enough privileged DBA instead of SYS and get
Error: ORA-01031: insufficient privileges
2. tried to re-execute the command to install ORDS

     java -jar ords.war install advanced
