Opening Document Image Does Not Appear and CSDS Cannot Allocate Resources Error in Logs (Doc ID 2704937.1)

Symptoms

On : 11.1.1.9.0 version, Core Services

When trying to view any document image, the Document Rendering window never closes and the document never appears

There are several significant errors in the logs, but this appears most relevant

A repository error occurred.
Unable to retrieve search results. Unable to load the user information. There are no connections available from pool for provider 'SystemDatabase'. Unable to execute service method 'getConnection'. weblogic.jdbc.extensions.PoolLimitSQLException: weblogic.common.resourcepool.ResourceLimitException: No resources currently available in pool CSDS to allocate to applications. Please increase the size of the pool and retry...

The system is running very, very high CPU utilization.  With an 8 CPU system, all of the WLS Managed Servers were running at or about 100% CPU utilization

Changes

None known at the time, but through troubleshooting, the second LDAP server in the provider list had a patch applied to it.
