Unable To Deploy An Application In Only One WebLogic Instance In A Horizontal Cluster with Error "BEA-149205" (Doc ID 2705023.1)

Symptoms

Unable to deploy an application in only one WebLogic instance in a horizontal cluster (Both nodes are in different machines). There were no recent changes have made to WebLogic binaries/domains.

However, there are bug fix changes in application. After that the deployment to one instance in a cluster was failing with below error.
