After 12.2.1.4 Upgrade On Windows OHS Startup Failed With "The filename, directory name, or volume label syntax is incorrect" (Doc ID 2707253.1)

Oracle HTTP Server - Version 12.2.1.4.0 to 12.2.1.4.0 [Release 12c]
Microsoft Windows x64 (64-bit)

Symptoms

After upgrading Oracle HTTP Server (OHS) to 12.2.1.4 from previous 12c versions such as 12.2.1.0, 12.2.1.3,  OHS startup failed after 2 minutes with errors.
The main errors are "The filename, directory name, or volume label syntax is incorrect" and "Unable to create SSLSocketFactory".

Changes

Upgrade OHS from 12.2.1.3 to 12.2.1.4.
