Symptoms
When attempting to access APEX with a mapping URL while using a tns alias as connection
the following error occurs.

Could not find any dispatcher to handle request:
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Change the connection type form default to use a TNS alias
2. Try http://host:port//ords/<mapping> -- using the web_server URL
