[WCS] REST API Getting the 403 Error After Upgrade 11.1.18.0 to 12.2.1.4.0. (Doc ID 2709957.1)

Symptoms

 We have upgraded WebCenter Sites from 11g to 12c, but since the upgrade our custom code running the REST API has got the 403 error.
 No message was printed to sites.log or cas.log when this error occurred.
 What could be the cause of this error?
