RPM Application Throws "Unique Particle Attribution" Violation Error

Symptoms
The Oracle Retail Price Management (RPM) application throws the below error in the managed server log.
The resource XML schema fails to load due to underlying error "org.xml.sax.SAXParseException: cos-nonambig: "http://docs.oasis-open.org/ns/opencsa/sca/200912":policySet and WC[##other:"http://schemas.oracle.com/ws/2006/01/policy"] (or elements from their substitution group) violate "Unique Particle Attribution". During validation against this schema, ambiguity would be created for those two particles.".[[
