WebCenter Portal Logs Show Error "ORA-01654: unable to extend index" (Doc ID 2712676.1)

Symptoms

Receiving ORA-01654 error in WebCenter Portal diagnostic log while performing an action in WebCenter Portal. A couple examples are the following:

1.  During the migration of Oracle WebCenter Portal framework application:

2.  Attempting to create a new portal:
