Symptoms

On WLS 12.2.1.3 +EPM Hyp, unable to access the WLS Admin console when specifying listen address for the Admin Server. When the console is accessed, one just gets a blank blue screen. If no listen address is specified, one can access the console by specifying localhost such as http://localhost:<port>/console
