Unable To Startup Apache Webserver After Deploying Apache Webgate (Doc ID 2714012.1)

Symptoms

When attempting to start Apache webserver after installing/configuring webgate, the following error is reported in the Apache logs: 

httpd: Syntax error on line 391 of <APACHE_CONFIGURATION_PATH>/httpd.conf: Syntax error on line 5 of <APACHE_CONFIGURATION_PATH>/webgate.conf: Cannot load <WG_ORACLE_HOME>/webgate/webgate/apache/lib/webgatessl_apache24.so into server: <WG_ORACLE_HOME>/webgate/webgate/apache/lib/webgatessl_apache24.so: cannot enable executable stack as shared object requires: Permission denied
