Special Characters Allowed in Active Directory Connector and OIM Passwords but Fail in the DBUM Connector (Doc ID 2714269.1)

Goal

With the password policy turned off in the database target (password_verify_function is set to null), using % would work in Active Directory and OIM, but failed in the Database User Management Connector Password Updated Process task (shown as rejected). Is there a way to wrap the password (in DBUM connector) in double quotes so that the database would accept more special characters like % and others that are supported by Active Directory (as that is the trusted source and the has AD Password Sync Connector installed)?
