Symptoms
An EBS portlet displays below error on a WebCenter Portal page:
"Portlet Consumer error"
The managed server log shows:

oracle.adf.model.portlet.binding.PortletBindingException: Unable to get portlet response for portlet instance ID portlets/<PORTLET_ID> for portlet binding <PORTLET_ID>.
