Symptoms
During an upgrade to Oracle WebCenter Enterprise Capture 12.2.1.4.0, the reconfig tool is run. Within the "Domain Mode and JDK" screen, the "Development" option is selected and the radio buttons are grayed out giving the appearance that upgrading will set the domain to run in "Development" mode and not "Production" mode.
