SALT SOAP Response Having Incorrect tpurcode (Doc ID 2717630.1)

Symptoms

This issue happen with multiple SALT client calls, with single thread client, no way to reproduce the issue. Modified testcase to see the result. Server side always return TPFAIL with tpurcode 999 , randomly returns zero as show below. Application uses
tpurcode to detect SOAP requests error.
