Symptoms
WebLogic 12.2.1.3 and 12.2.1.4.0 versions.
There is a resource leak whereby if an IOException is thrown in the process of establishing a T3/T3S connection, close() is never called on the socket that was created; the WebLogic process ties up the associated OS resources until it exits. We initially encountered the issue in production with two 12.2.1.3 managed servers using a JMS module with a foreign server configuration; with MS2 offline for whatever reason, MS1 would go unresponsive within hours and getting below error.
