Comments Disappear When A Certification Is Claimed or Certified (Doc ID 2719406.1)

 Certification Comments disappear when you claim or certify


 Steps followed:

1. Create a certification
2. Login as the certifier
3. Open the certification and select 'edit comments' from the actions drop
down and add some comments.
4. Now, select 'claim' from the drop down. The comments disappear.
5. Click the user and enter comments against a line item using 'edit
comment's from the drop down.
6. Select 'certify' from the drop down. The comments disappear again.
