Oracle Access Manager(OAM) - WLS Admin And Managed Server's Log Only Reflect NOTIFICATION:1 (Doc ID 2720095.1)

Tried to set the Admin Server log level for oracle.oam logger to TRACE:32, but still the diagnostic file is getting logged with Notification/WARNING level logs.
This is causing any troubleshooting difficult as they are not able to generate the TRACE:32 logs.
Followed below KM note, but unsuccessful with all 3 methods
