Unable to Connect to Eloqua: "A JSONObject text must begin with '{' at character 1 of "Not authenticated."" (Doc ID 2720328.1)

Symptoms

Unable to Connect to Eloqua: A JSONObject text must begin with '{' at character 1 of "Not authenticated."

While establishing a connection from WebCenter Sites to Eloqua, it says "Not authenticated"

The following errors are seen in the sites.log:
