After installing OIG 12c PS4, when trying to start the servers, following errors are encountered during start of SOA servers:

The issue can be reproduced at will with the following steps:

1. Install OIG 12c PS4 in a cluster
2. Start Admin server
3. Start SOA server for the first time, error above is encountered.
