OAM Apache WebGate Not Logging Any Messages to oblog.log File (Doc ID 2721951.1)

Symptoms

It was reported that the Apache 2.4 WebGate was working, but was not generating an oblog.log file during operation.  In internal testing of a similar configuration, the WebGate did not function, and the following error was reported to the Apache error_log file:
