Goal

You scroll the records in a multi-record block.  Number of records scrolled by Forms is given by the formula (n-1)*.8+1 (truncated to an integer), where n is the number of records displayed.
But in this logic, the number of records scrolled is not consistent for different record windows. It is not familiar and not user friendly.
It should be scrolled consistent number of records at every scroll_up/scroll_down.
