Symptoms

CCUSER.SETSITEROLES Does Not Persist Changes to User

When using CCUSER.SETSITEROLES to set a users Roles for a site, it appears to work, based on subsequent call to CCUSER.GETSITEROLES.
However, when checking in the Admin UI --> Sites --> {site name} --> Users, the user still has the same roles prior to calling CCUSER.SETSITEROLES.
