ORA-00942 and ORA-06512 Using APEX_MAIL.SEND (Doc ID 2724433.1)

Symptoms

When attempting to call APEX_MAIL.SEND with a custom job,
the following error occurs:

ORA-00942: table or view does not exist
ORA-06512: at "SYS.DBMS_LOB", line 727
ORA-06512: at "APEX_200100.WWV_FLOW_MAIL", line 774
ORA-06512: at "APEX_200100.WWV_FLOW_MAIL_API", line 183


Changes

 Upgraded DB from 12c to 19c and upgraded APEX from 5.1.4 to 20.1.
