Symptoms

On : 12.2.1.4.0 version, OSB Core Functionality

OSB - Business service throttling values are not getting picked up from config files

Upgrading the Oracle SOA from 12.2.1.2.0 to 12.2.1.4.0. Using the config file to update the business service endpoint and throttling config properties from OSB console->Admin->Execute Configuration File->Browse
ThrottlingTest.xml, activate the change, the throttling values from EM->Service Bus->Projects->ThrottlingTest->Operations->Business Service->Properties->Throttling are not getting updated.
