Symptoms

CAS Application Does Not Start After Applying Patch 21 in Oracle WebCenter Sites.

After applying Patch 21 and starting up the WLS application server, when attempting to login to Sites, it redirects to the /cas/login url.
- However, this returns an HTTP 503 Response from WLS.

Checking the Deployments screen, we see the Sites (CS) application is 'Active', but the cas application is 'Prepared'
