Applying WSM Policies Causes MDS Lock Issues And Time-outs (Doc ID 2725755.1)

Symptoms

When applying any WSM policy to a proxy service in OSB 12.2.1.3, the proxy service hangs. After removing the owsm policy form the proxy, everything works fine without issues.
