When Provisioning Users/Accounts from OIM to ServiceNow 11.1.1.5, User Names are Stripped of any Special Characters (Doc ID 2726187.1)

Symptoms

Provisioning users from Oracle Identity Manager (OIM) 11.1.2.3 to ServiceNow 11.1.1.5 (or any REST-based target).  Users with names containing special characters are altered to remove those characters before they are inserted in ServiceNow.  

For example:

Original first name:  Bjørn-One

In ServiceNow, first name:   Bj<?>rn-One or Bjorn-One

This affects a wide range of characters with tildes, apostrophes, and other locale-specific or language specific characters.
