OID 9i/10g Reports Replication Conflicts when Using NetManager Tool

Symptoms
When deleting TNS Service names from OID using the NetMgr GUI tool in a replicated environment. The records are deleted but errors are generated in the OIDREPLD00.LOG, requiring HIQUEUE purging. However, the records ARE deleted on all nodes in the DRG.
Messages like the following may be seen in the oidrepld.log:
ldap_delete_s failed on cn=DESCRIPTION_0, cn=%TNS_ALIAS%, cn=OracleContext. Error mesg = No such object

Used the NETMGR GUI to delete a service name entry. When checking oidrepld.log, there is an entry similar to this: 2004/04/27:09:08:43Target DN:cn=DESCRIPTION_0, cn=DESCRIPTION_LIST_0, cn=%TNS_ALIAS%,cn=OracleContext,dc=world. 2004/04/27:09:08:43Result: Change moved to low priority queue after failing on 10th retry. 2004/04/27:09:08:43************ Conflict Resolution Message ************ 2004/04/27:09:08:43Conflict reason: Attempted to delete a non-existent entry. 2004/04/27:09:08:43Change number:2085. 2004/04/27:09:08:43Supplier:<OIDHOST1>. 2004/04/27:09:08:43Change type:Delete. 2004/04/27:09:08:43Target DN:cn=ADDRESS_LIST_0, cn=DESCRIPTION_1, cn=DESCRIPTION_LIST_0, cn=%TNS_ALIAS%,cn=OracleContext,dc=world. 2004/04/27:09:08:43Result: Change moved to low priority queue after failing on . 10th retry. And the entry if moved to the HIQ.
