Symptoms

When attempting to apply a patch via OPatch to an Oracle Home, OPatch completes with warnings saying the patch is not needed.

In this case the user was trying to apply Patch 32097167: WLS OVERLAY PATCH FOR 12.2.1.4.0 OCT 2020 PSU.
