Is OpenJPEG being Being Utilized In OIT 8.5.5 Search Export And/or Image Export? (Doc ID 2728262.1)

Goal

Can you confirm that OpenJPEG v2.3.1 is the version being utilized by the OIT SDK's with viewing capabilities (Image Export, PDF Export, HTML Export, etc...)?  If so, is OpenJPEG v2.3.1 the version being used and distributed/incorporated with all the SDK's and viewing capabilities?
