Quick Edit Link In APEX Application Is Not Working With Upgraded Applications (Doc ID 2728753.1)

Symptoms

APEX: Quick Edit Link in APEX application is not working for applications upgraded from APEX 4.2.6.

Developer has issue in APEX application development environment.
Live Template options -> No template options found when trying to use Quick Edit Link in application , it shows edit links but when try to click on any of the links getting No Template Options Found

 

ERROR
-----------------------
Log into workspace -> run application -> From the Developer toolbar -> Select Quick Edit
Error: Live Template Options:
No Template Options found.
APEX_LTO.NO_OPTIONS_FOUND
OK

After clicking OK the next error is displayed:
Ajax call returned ORA-1403 ste template options

STEPS
-----------------------
APEX 19.1/ORDS 19.1
Log into workspace -> run application -> From the Developer toolbar -> Select Quick Edit
Error: Live Template Options:
No Template Options found.
APEX_LTO.NO_OPTIONS_FOUND
OK

After clicking OK the next error is displayed:

For new applications, the Quick Edit link from the Developer Toolbar works as expected.

Changes

 Upgraded from 4.2.6 to APEX 19.1.
