Database Connectivity error while running the Repository Creation Utility in SOA 12c.

We have 2 node 19c RAC database and we are trying to install SOA 12c, we installed weblogic.
As per checking DB server and SOA app servers are pinging each other and also added scan entry in DNS.
In Repository creation utility while entering the database connection details it's not going for next step. In the log file showing the error below.

Mon Nov 9 09:50:08.190 GST 2020 ERROR assistants.rcu.backend.validation.StepValidator: oracle.sysman.assistants.rcu.backend.validation.StepValidator::isConnectionStepValidated: SQLFatalErrorException:
oracle.sysman.assistants.common.dbutil.SQLFatalErrorException: Unable to connect to the DB. Check if DB connection details entered are correct.
  Unable to connect to the database using the provided details.
Enter a valid hostname and port or check if the listener is up and running.
