Typing Letter "L" in a Form Takes Focus to Windows Command Line When Using FSAL to Access Forms

Symptoms
Using FSAL method to access forms application.
- When accessing the form using the Forms Standalone Launcher (FSAL) method on a Windows 10 2004 or higher, the form loads fine and everything works in the form except for the letter "L" ("l").
If you type the letter l, it always brings the DOS prompt into focus.
If you type the letter l in any non-Forms applications like Wordpad, Notepad, etc., it always brings the DOS prompt into focus as long as the form is still open. Once the form is closed, no issue with letter "l" in the non-Forms applications.
It was working fine before and started seeing the issue only after upgrade to Windows 10 2004 Forms client OS.
- Tested using IE 11 and the default applet method. Issue does Not reproduce.
