Goal

Migrate a custom OWSM policy from 11g to 12c.

If we try to export/import this in enterprise manager(11g) the file types are different. When exporting from 11g, it gives an xml file but when we try to import into 12c, it is expecting a zip file.
So how to export from 11g to 12c?
