WCC Servers Inaccessible due to Errors - "java.io.FileNotFoundException: The semaphore timeout period has expired" (Doc ID 2733368.1)

Symptoms

WCC managed servers suddenly became inaccessible and all the application services were frozen.
After looking at the .out log files, we noticed that the below trace file is having access issues due to following error.

java.io.FileNotFoundException: <Sample Domain>.com\machine1\home\ucm\cs\search\update\changes.txt (The semaphore timeout period has expired)

It seemed that the log file was not getting rotated. Once we renamed the trace directory, the managed servers started fine.

However, we want to know what the above error means.
