Oracle Reports: Showjobs Only Shows One Reports Server Node As UP (green Up Arrow) And All Other Nodes as DOWN (Doc ID 2734972.1)

Symptoms

On : 12.2.1.3.0 Reports Server;
        Multiple nodes in a cluster environment.

All Reports Server Nodes are not showing as UP (green up arrow) when checking status using showjobs, even they they are actually up and running:

Also, all the completed jobs in the cluster are not showing under "Group:cluster_reports".

Additionally, running rwclient.sh against remote (other nodes) Reports Servers fails with error REP-0178.
 
EXPECTED BEHAVIOR
Expect all the Reports Servers in cluster to show as UP and rwclient.sh to work against remote Reports Server in cluster.

STEPS/DETAILS
The issue can be reproduced at will with the following steps:

http://<hostname>:<port>/reports/rwservlet/showjobs

The rwdiag.sh -findAll" does successfully show all Reports Servers (from other nodes on cluster).

However, running rwclient.sh against remote (other nodes) reports servers fails with error:

Upgraded to FMW Reports and Forms 12c.
