Symptoms

During the upgrade process (upgrading from OIG12.2.1.3.0 to OIG12.2.1.4), when run the OIG12.2.1.4.0 quickstart installer (fmw_12.2.1.4.0_idmquickstart.jar), the installer runs into failure with the following message:
