Symptoms

The Forms 12c Configuration fails with "CFGFWK-64254: Error occurred in Artifacts Generation phase execution" as shown in the screen shot below:

The log file shows the following errors:

The issue can be reproduced with the following steps:

1. Install infrastructure binaries
2. Install Forms binaries
3. Install RCU schemas following these steps:
   a.  Run $ORACLE_HOME/oracle_common/bin/rcu
   b.  Select Create Repository then "Prepare Scripts for System Load" as a user with sysdba privilege. This generates a file called script_systemLoad.sql
   c.  Run $ORACLE_HOME/oracle_common/bin/rcu
   d.  Select Create Repository then "Perform Product Load" as a user with sysdba privilege.  This generates a file called script_postDataLoad.sql
   e.  The script_postDataLoad.sql was not run as sysdba in SQL.
4.  Run config.sh to configure Forms/Reports
