Unable to Create New Flex Attributes (Doc ID 2741520.1)

Symptoms

Unable to create new flex attributes for any flex family.

Receiving the following error in the UI:

Cannot save asset.
This attempt to save the <flex_family_A> has failed.
Error -10003 encountered while saving.
Error saving an asset AssetSaveAll : Error: error invoking method
SaveAllNoPubLock in
Asset.callSaveAllNoPubLock()
pagename:OpenMarket/Xcelerate/Actions/NewContentPost

And the following errors can be seen in the sites.log:
