Symptoms

After installing the WebLogic Server 12.2.1.4.0 October 2020 PSU, the "SAXParserFactory.setValidating(false)" method is acting differently on the web (server-side) vs. the standalone console Java application (client-side).

The code in question uses an XML external entity (in this case an external DTD) to provide a default value for a specific element attribute:

The expectation is that this code should function in the same way whether it is run client-side or server-side.
