OIM REST API Not Returning Expected Result When Query String Contains & ("count": 0) (Doc ID 2742762.1)

Symptoms

A User in Oracle Identity Manager (OIM) contains in the user login field an &

 

 

To retrieve the user A&xxxx using the OIM REST API one would think that using the following call will bring the user

 

GET $HTTP_PROTOCOL://$OIM_HOST:$OIM_PORT/iam/governance/selfservice/api/v1/users?q=User::Login eq A&xxxx

 

however as  seen below, no user is returned ("count": 0)
