Issue With HTML Export after Java Update (Doc ID 2745771.1)

Symptoms

On : 12.2.1.3.0 version, the user is unable to open XML that is needed to be converted to HTML format.  It was working fine until the applied WCC bundle <patch: 30499031> and updated to java 1.8.0.251.  The error users see when attempting an HTML conversion from a xslt template is:
 
ERROR
-----------------------
Content Server Request Failed
Error Unable to get dynamic conversion. The html export was not successful.
