Symptoms

JDBC DataSource connection configured with SSL fails when WebLogic Server starts with Windows Service. Same JDBC DataSource connection works when started using WebLogic start scripts. 

TLS 1.2 enabled at Oracle Database and Set SSL_VERSION = 1.2 in sqlnet.ora and listener.ora in the Oracle Database.

 

Create JDBC Datasource fails with Exception below in Admin Console:

Changes

 Set SSL_VERSION = 1.2 in sqlnet.ora and listener.ora in the Database.
